This change makes it possible to send PDFs to Anthropic models using the chat completions API, which was not allowed until now (the Anthropic implementation only allowed sending images, despite the Anthropic API having no trouble accepting PDFs, see https://docs.anthropic.com/en/docs/build-with-claude/pdf-support .
